Well, it (again) demonstrates a recognition that WV leadership understands its audience.  In the early months of the vaccine deployment they were frontrunners in getting shots into arms.  That has changes as supply no longer is the gating constraint, but nonetheless, you use the tools you have to reach the audience you need to reach.

There have to be other options.

I get knowing your audience.  I think lifetime hunting and fishing licenses are a great idea.

But giving away guns as one of a bunch of prizes is like people who give pets as birthday party favors.  There are certain things that require preparation, and shouldn't be given away to people who haven't specifically asked for them.

I love the idea of lifetime licenses, actually! That would be cool.

They might require background checks for the guns. I see it as potentially problematic/difficult but not automatically a no-go.

I'm guessing that most people in WV already own guns or have access to them.  Personally, I don't think the gun giveaway is a good idea, but I don't think it really changes anything regarding safety to the public.
