Has Germany opened their borders to US residents? I hace been Googling but can't find anything after August.

I thought I had heard they opened up in September. 

There is more to behind this question than I have time to explain.

If you fit the narrow exceptions in LauraCorin's link, you absolutely must quarantine for 14 days upon arrival, and they will fine you over €20K if you bust that quarantine.  And the neighbors will tattle. 

However, I've also heard gossip of people not being allowed to depart the us airport.

This information is on the Delta Air Lines web site. It says it's from September 10, 2020. I suggest that you confirm this information with the airline you plan to fly aboard (NOTE: Delta is blocking Middle Seats, through January 6, 2021) and the ACS in the U.S. Embassy in Germany.

First select "Europe" and then scroll down to Germany.

No, the travel restrictions link on the site you linked does NOT have the US among the non-EU countries from which entry is permitted. There are only some narrow exceptions under which travel is permitted from these countries, unless you're a German citizen.
The status of a Risikogebiet would be relevant for people who fall under the exceptions.

This isn't related to US citizens entering Germany, but DD reports that some of the border crossings between Austria and Germany were closed again this past weekend.
