Hulu has a special section for this! I'll share what they have right now (minus what you have listed). I'm not vouching for family friendliness or adequate Halloween content.

Been awhile since I’ve seen it but when I was a kid I liked The Ernest movies, and there’s a Halloween one called (I think) Ernest: Scared Stupid.
 

eta: parts of it were kind of scary to me, but I found parts of Hocus Pocus and Casper scary too. Depends on the sensitivity of your child, probably.

Didn't read through all the suggestions, but in case something wasn't already mentioned, here are 2 past threads of ideas:
"Halloween movies for the family"
"Kids Halloween movies that are NOT very scary"


A few more ideas:
Room on the Broom (2012) -- animated version of the children's picture book
Disney Halloween cartoons on YouTube -- variety of Disney animated cartoons
Mickey Mouse: "Lonesome Ghosts" (1937) -- Micket & friends as the original ghostbusters tussling with some prankster ghosts
Witch Hazel cartoons -- here is one -- Warner Brothers animated
Casper the Ghost cartoons?
Cat in the Hat ?? -- animated specials; looks like there are 2 Halloween shows: "Tricks and Treats", and, "... Knows a Lot about Halloween"
Coco (2017) -- Day of the Dead (Nov. 1) rather than directly Halloween, but it fits in thematically
Penguins of Madagascar: I Was a Teenage Zombie -- collection of 8 shorts of the "scary" (lol) stories; these are well-written and very funny for all ages -- not directly stated that they take place at Halloween though

Looks like they did several "spooky-comedies" of "Abbott and Costello Meet...
- ...Frankenstein" (1948) 
- ...the Invisible Man" (1951) 
- ...Dr. Jekyll and Mr. Hyde" (1953)
- ...the Mummy" (1955)  

Along with several of previous posters' ideas of old "scary/comedy" movies from the 1940s-50s are these 2 ideas (neither are set at Halloween, though):
- Scared Stiff (1953) - Jerry Lewis & Dean Martin
- The Fuller Brush Man (1948) - Red Skelton
