Electric bikes that can handle some long, steep hills without pooping out, good battery life, go faster than molasses moving uphill in winter, and won't break the bank...do they exist? Paved road only. Thanks!

Have you also considered a lightweight motorcycle? Possibly something with a 200 cc engine?  What you described sounds like a lot for an electric bicycle, but possibly someone here can recommend one that can do exactly what you described. Whether you buy an electric bike or a motorcycle, NEVER start riding before your helmet is on your head.  Put your helmet on, before you turn it on...

ETA: There is more safety, with a heavier, more powerful motorcycle. My Stepson had a motorcycle with a 98 CC engine (advertised as 100 CC).   When he bought the one he has now, 200 CC and much heavier, I worry less about him. One can be in an accident on a bicycle, or an electric bike, or a motorcycle, but I think I would suggest you consider a very lightweight motorcycle, with an engine in the 150 to 200 CC range.

Visited an electric bike store a few years ago,  and my recollection is that some could go at speeds fast enough that they required some sort of license to drive them. A number were deliberately speed restricted to allow operation of them without a license. Plus some had fairly substantial batteries as well as ability to pedal oneself on flats and downhills.  Pretty pricey though iirc. “Winter” aspect IDK.   

 

I suggest you try an electric bike store that carries several types and can advise you.
