Some states offer unemployment retraining benefits. They are state run programs.

Some states offer vocational rehab programs, but these are disability based (physical, emotional, learning, etc.).

Some employers will sponsor benefits to either draw in new job seekers or to qualify for tax preferred status from a city or state.

I haven’t heard of just open-ended benefits.

Sorry Dh is in this crunch. Timing when to leave a job is hard. I would go through different scenarios to see if it’s better to jump ship to a new job or to wait it out to see if they will close, and what unemployment might look like for him if there was a gap in employment.
