I have several pairs of pull on jeans that I would like to wear. They consistently fall down and I'm continually pulling them up the entire time I have them on. Is there a belt or band that I can purchase to put around the waist to keep them up? Does such a thing exist?

A belt might work if you can sew belt loops on.  Otherwise, the jeans will just slip down under the belt.

Could you open a seam to expose the elastic, cut it down some, splice it back together, and then sew up the seam?

This method always works though my aunts sometimes change the elastic band for a new one.

I don't know if this would work. This is the flat type of denim pull-on jeans-- Jag makes a popular pair.

yes I was really just kidding. My kids are quick to remind me that the rule with rebooted trends is “if you were around to wear it the first time, you’re past the age of wearing it the second time.” So we’ll just hand off those rainbow suspenders and pleated jeans. 

I had metallic silver suspenders.

Do you sew? If you have a machine, you can sew an extra elastic to the inside of the back of the pants.

Measure the width of the back of the pants, from side-seam to side seam. 
Use a heavy elastic, and cut it about 2 inches shorter that measurement.
Zig-zag the ends of the elastic to stop any fraying. 
Pin the ends of the elastic to the inside of the pants at the side seams.
Stretch the elastic to find where the middle meets the pants, and pin it there.
Then, S-T-R-E-T-C-H the elastic until the pants lie flat, and machine stitch them together.
Do this along the top and bottom of the elastic.

You'll end up with pants that are evenly gathered in the back, just enough to pull them in at the waist. They won't look as tailored as they were, but I'm guessing you don't tuck your shirt into that type of pant anyway.
