ElizabethB
https://www.the74million.org/article/only-one-fourth-grader-at-a-california-school-can-read-at-grade-level-a-new-lawsuit-claims-the-state-is-violating-that-students-constitutional-right-to-literacy/ So sad. If anyone lives in the area and wants to start a class for one or all of those schools, I'll donate a DVD and 20 workbooks. My DVD is finished! The average class improves 1.7 reading grade levels, it takes 10 hours to teach plus before and after testing: https://www.thephonicspage.org/On Reading/syllablesspellsu.html The DVD is currently under review at Createspace to be available on Amazon, but I have a copy I could send to someone who wants to help those poor kids. If any of these schools have a large Spanish speaking population, a really good book for teaching Spanish phonics with syllables is "La Pata Pita" https://www.amazon.com/pata-pita-Spanish-Hilda-Perera/dp/1941802605/ref=sr_1_1?ie=UTF8&qid=1532191879&sr=8-1&keywords=la+pata+pita&dpID=51yeuX0e2qL&preST=_SX218_BO1,204,203,200_QL40_&dpSrc=srch Younger siblings would benefit from learning to read in Spanish first with syllables, here is an article about syllabic phonics: https://infogalactic.com/info/Syllabic_phonics From the article: Quote “I learned to read not in California’s schools but California’s prison system. Unfortunately, I am realizing that not much has changed and many children and youth are forced down this same path of despair and hopelessness.” I thought it had been discontinued, but the Juvenile Justice system in LA used to have a phonics based literacy program where, "Every dollar invested in reading saved $1.75 as a result of reduced recidivism." (from Michael S. Brunner's Retarding America: The imprisonment of Potential.") Maybe it survived!! Of course, much better to teach them in school...

Amira
The Constitutional question of whether there is a right to literacy is really interesting. This article has a lot more information about it. https://www.theatlantic.com/education/archive/2018/07/no-right-become-literate/564545/

Normally I'm more of a constitutionalist, but in this case, I wonder.. There should be at least some sort of legal requirement to use proven methods. Maybe the right people to sue are the people pushing non proven methods and ideas in the Ed Schools. (And I'm normally not a fan of lawsuits, either, but this is a travesty.) Seidenberg's "Language at the Speed of Sight" explains both the reading science and why the Ed Schools are resistant to it.
