hope4less
Are IOWAS a true reflection on skills mastered? How does IOWAS compare to North Carolina End of Grade Tests?
EKS
You probably can't unless there are percentiles associated with the state tests. And even then, the correlation isn't going to be perfect (or necessarily even very good). If your district does supplemental testing--like with the MAP--if you know those percentiles, they correlate reasonably well with the ITBS/ITED. One thing to know about standardized tests like the Iowa tests is that being at the 50th percentile does not indicate mastery of grade level material--it just indicates that the student demonstrated average achievement for their grade. Mastery is indicated (as much as these things can be indicated by a test score) by a 90+ percentile score.
