In this case I think it means that 8 percent of those who took the test got a perfect score. That happens with language tests partly because some who take the test are native/heritage speakers. 92 percent of test takers scored below her. Congratulations to your dd! It means that 92% of all students who took the test scored below 800. 8% of test takes received a score of 800. Everybody who receives the same score is in the same percentile.
