This is far more than the entire military budget, so can't all be missing money. He never said much about work (which led at least one of my siblings to think he might be a spy because he traveled & was away from home a lot), but I've heard a couple stories through adults he did say things to once or twice that when he found such accounting errors (missing money, fraud, overcharging, etc), he was encouraged to not include them in his reports. Apparently, he always included them & made things more difficult for him & his boss(es). He was not a star employee. So, I can only imagine that plain ole' accounting errors are causing much distress in some circles. Too much practice hiding missing money? He travelled a lot, all around the globe and would sometimes have an apartment in a foreign country. He said he was a water engineer. When asked what he did for his job he would say, "I take paper from my inbox and put it in my outbox".
