I just saw it. To be honest, I suspect that in some areas where police are not accountable, this happens all the time. There is no amount of training that can made a rotten apple good. The officer in question is a rotten apple. His behavior is an utter disgrace.

This happens all the time, period. The only thing that's changed is new ubiquity of cell phone video cameras. Police violence is not a question of rotten apples, it's a question of institutional racism. Notice how in the article it says this incident was never brought to the attention of upper level officers. Multiple officers were involved here.

Apparently body cams have become standard issue for Chicago police--but now they are having trouble with officers deliberately turning off their cameras. More work needs to be done there, for sure.

Turning of deliberately, turning off while peeing and forgetting to turn them back on, and getting displaced during a scuffle. These are all things that need to be addressed.
