Folks with mobility issues may need it to be on "double tap" to avoid accidentally single tapping when they didn't intend to. Each model of Fire is a little different but try browsing through the settings menu: Swipe down from the top. Choose Settings. Choose Accessibility. Now look for anything related to touching/tapping.
