Sort of weird question that I could use help with about going from Y4 to the next thing.

DD9 has really thrived with MEP math. The other day she said, "Ooh, word problems! I love word problems!" It speaks to her.

At first, we did every problem and every lesson. Then we started leaving out the multiples of 5 (reviews). Now that math is taught how she thinks, she doesn't need as much review.

We're nearly done with MEP 4 and I need to place her into the next level. She's doing so well, she really doesn't need any beginning of year review. Should I skip the first 30 lessons (that is what I do between RightStart years)? I've also thought of putting her straight into MEP 6 since I've heard it has a lot of review.

The thing about MEP is that great questions are tucked into places you don't expect them!

Behind you but our method: We skip, but I skim through the teacher's guide for mental work and puzzles, so for the first couple of days of the new book it was 3-4 days' worth of mental puzzles and 1/4 to 1/2 a sheet of new work.  Continue this way for about a week and you're back on a single lesson per day again.

Ds is almost done with MEP6. There are a few things in there that are new like all the probability stuff, but it is really a lot of synthesis and review of stuff that takes things a little farther. In other words, I'm not an expert, but I think your plan to skip ahead might be okay for a kid who's bright at math.

You could also skim the lessons compacting Yr 5 so you finish it quickly and go into Yr 6. Just use only the review lessons or skim each lesson and use any problems you would like just leaving out the others. We aren't to those years yet but we started into MEP late. We didn't need every lesson but I also didn't want to miss anything good or toss the kids into the new program too fast since MEP can be so different. We started at the beginning with me just giving them the review lessons or any specific problems I liked until we got to an area that we were learning new material. It really helped ease into the program. I think that would work well for getting through Yr 5 quickly for you.

Last spring I thought about skipping my son from year 4 to 6 or to the secondary program.

I am glad I decided to have him complete year 5.  He moved through the beginning of the year review lessons quickly.  There were a few weeks at the end of the year we could have skipped.  But, in between he learned quite a bit.  He also began working much more independently this year.  I feel that year 5 helped him consolidate his math skills.
