What's the best gym cardio machine for slimming your legs?

I know you can't really target weight loss areas, but I'm trying not to build too much muscle/bulk until I slim my legs just a little more.  I stopped doing the stair stepper for this reason because I know it's building too much muscle.  Would the elliptical at a very low level be the best, or a fast walk at 4mph on the treadmill?  Also, I'm doing 30 mins of cardio and then weight lifting but avoiding my legs except for hamstrings.

I think something with a lot of repetitions would by your best bet - so elliptical with low resistance, fast walking, cycling with low resistance, etc.  Also, I think high rep/low weight resistance training would be good, too.  Something like Tonique http://www.amazon.com/Sylwia-Wiesenbergs-Tonique-Premier-DVD/dp/B003WKT7RC/ref=sr_1_1?ie=UTF8&qid=1463355560&sr=8-1&keywords=tonique+premier , Tracy Anderson, Brazil Butt Lift (Beachbody), Jari Love, etc.

Although in general I don't believe in "spot reducing" areas of the body, running on the treadmill has always done wonders for my BUTT, and spin (cycle) classes really make my LEGS leaner.  Your body is different so take this with a big grain of salt!

Yes, everyone is so different!  I've heard some people say spinning makes their legs leaner and others say it bulks up their legs.  I am a runner and running does absolutely nothing for my butt, unfortunately.
