When something says "Beginning April 1 and ending May 1," is the last day on May 1, or...

does it mean that on May 1, it's already over, so the last day is on April 30.  And why is this so confusing to me?

Ends on May 1st. It is suppose to include the begin and end dates.

If it ends May 1, then it does not end on April 30.  It will end at some point during the actual date of May 1.

I would assume that May 1st was the last day, but I understand your confusion. It would be so much neater if it just ran through the month of April.

I would act as though it were done by April 30, in case the person writing the announcement is also confused!
