Less expensive surprise egg type things?

We have a boy that loves surprise eggs.  I don't love the cost.

 

Anyone know where to get a chocolate egg filled with a tiny plastic toy that costs less money?

 

Or how to DIY them?  I'd like to fill an easter basket with a dozen of them, or I would if they only cost $1.

 

I know they're all imported because they're against safety regulations or whatever, but I don't care.  Kids love them.

There are some legally imported ones now, but they're not as cool as KinderEggs. I found some at a large international market last weekend. I think they're the Choco Treasure brand, and they were around $1.69? They're on amazon too.
