Complaining wont put you at risk of retributive actions by the placement agency will it? Is there anything to protect you? I definitely think you should make a complaint. It's wrong to put families under that much stress. I agree with both of the bolded, here... I'd do it, but with great care and little emotion (however greatly warranted). And sleep on the final copy just to triple-check, before sending.... Good luck with this part too.
