amo_mea_filiis. Posted June 15, 2014 Share Posted June 15, 2014 Can my 13 year old legally get a second ear lobe hole in NYC with her grandfather in a tattoo/piercing shop? I did look up the laws, but am not sure. I'd much prefer a piercer and needle vs a Piercing Pagoda type place with gun. Her first holes didn't heal great, and that was with a gun. In PA, she can't legally go to a piercer for more than the first ear lobe hole, and even then, very few will tattoo shops would do it.
