Zuzu822
Oh, so many great ones listed! Don't forget Carl! http://us.macmillan.com/series/Carl We never, ever get tired of these! Also, I see Elephant and Piggie but not the Pigeon books or Knuffle Bunny. Oh, and many of Beatrix Potter's characters make repeat appearances.

I am doing the same type of thing with my kindergartener :) So far I have Biscuit, Winnie the Pooh, Curious George, Fancy Nancy & Angelina Ballerina and I am buying little play figures or stuffed animals for each. Annie Laurie
Mercy Watson Jenny and the Cat Club (kind of chapter books, but they have some pictures and I found them to be a good transition. There are several in the series.) Olivia The Pigeon from Don't Let the Pigeon Drive the Bus, etc. Lily's Purple Plastic Purse and other Kevin Henkes books featuring those mice, I think there are several with the same characters. (Sorry, foggy recollection since most of my kids are older and my 2 yr old doesn't care for those yet.) Max and Ruby (the original books, by Rosemary Wells)

Korrale
We really like series also because me son gets attached to characters. My son's favorites are: Little House Picture Books Madeline Babar Wizard of Oz The two gruffalo books Biscuit Henry and Mudge Noodles. He liked dogs, I should check out Marley. Corduroy Thomas the Tank Engine And not really a character based series but worth a mention. Books by Beatrix Potter.
nature girl
We've fallen in love with Mr. Putter and Tabby. (All Cynthia Rylant books, actually.) In addition to many of those named above, we've had fun with Fly Guy, and Splat the Cat books, Nate the Great, and (of course) love anything by Richard Scarry. dragonflyer
I had only thought of Franklin, Madeline and Frances books to add. I will have to check many of these books out as well!
happypamama
If You Give a Mouse a Cookie! There are a couple of Mouse ones, but the mouse makes appearances in some of the other books too, which my preschoolers thought was just fantastic! (Like, in one, the mouse and moose appear at the carnival, and the main character, the pig, I think it is, brings them home to play hide-and-seek.)
