Is there a way to attach a document onto this messaging system on this forum?

I'm new here and want to post an attachment so I can ask members about it, but I can't see how to attach using the forum's "New Topic" system. Is this possible? Is so, how does one do it?

When you start a new post or reply, there's a button underneath the text field that says "More reply options" (right next to the "Post" button that you click in order to post your message). Click on that, and it will open up options below the text field that allow you to attach files.
