Toddler bathing suits question

My 3yo DD is having really bad allergic reactions to sunscreen, so we are trying to get her a swimsuit (prefer two pieces) that have more coverage, like the rash-guard shirts.

 

Our problem has been, that the headholes for the rash-guards are too small. We've tried old navy and REI. Does anyone have any recommendations for full coverge swimsuits that fit over little ones with huge noggins?

You may already know this, but while some rash guards provide their sun protection just from the weave of the fabric, others have sunscreens applied to the fabric to boost its sun protection. If your dd is allergic to sunscreen, you'll want to make sure you only buy the former. Google chemical-free rash guards to find options.

Thank you! I did think of this after I started looking at them. But that is definitely something I need to pay attention to. Searching now for chemical-free zip-up rash guards.
