It apparently is not available to incoming freshmen but otherwise covers full tuition, some expenses and health insurance and other good stuff. The winners also get paying summer internships. The catch appears to be that you have to work for the Department of Defense as a civilian engineer or researcher after graduation, but hey--guaranteed job placement!
