Mrs Mungo
Maybe the person entered their birth date so that it seems they are under 13?
Mrs Mungo
I will admit to being curious about it too.
VaKim
COPPA stands for Child Online Privacy Protection Act, and is meant for a user who registers as under 13. However, admins can put anybody there they want to as a group for management.

However, admins can put anybody there they want to as a group for management. I know what it stands for, I think people were wondering why the phrase appears under someone's name who appears to be an adult. There would be no reason that I can think of for an admin to use that a systemic approach to group management. There are plenty of ways to manage groups on most forum software. I didn't see your replies above before I replied, so I was only answering the op. Need to slow down and not answer in a hurry. And I doubt they are using it for group management here, but my friends and I have on boards we have had in the past. Smaller boards, so it was just easier to put all moderated people in one group instead of having several.
