Scroll down to "How to and Test Posting" and click on that. At the top of that forum there will be a sticky that explains all about rep. When you have the thread open, at the top of it you can click on Rate this Thread, and then choose 1-5, with 5 being the best. The number of stars you see when you view the board is the average of all the ratings for that thread. If you hover your cursor over the stars, it will tell you how many people have rated it, and what the average rating is. It's a totally optional system. A paper clip means someone has added an attachment to a post in the thread. This is usually a picture of some sort. I made a Rep FAQ that I hope answers any question one could possibly ask about rep.
