SM 1 reviews in workbook-with or without manipulatives

I just had my son do the first three review sections in SM1A. He could do most of the problems without manipulatives, but needed C-rods to solve a few problems because he hasn't memorized all the number bonds yet. Are the students supposed to be doing the review problems without any manipulatives to show mastery? He can whip threw the textbook and workbook when given manipulatives, but slows down when he is not using them.

I plan to allow manipulatives for review. When I give the placement test at the end of the book, it will be without manipulatives.

 

Now my son doesn't use manipulatives all the time, so I know he's learning the number bonds. If the child needs manipulatives for every single textbook and workbook problem, I'd slow down and play some games to get those number bonds more solid.
