Mom-ninja.
I have ground beef and left over rice. What can I make?
justasque
Chili over rice. Beefy Goodness over rice. (Saute onion, garlic, add beef, plus whatever veggies you have such as carrots or mushrooms, cook until beef is brown, add 3 tbs flour, stir, add (slowly, while stirring) 2 cups beef broth, season to taste, serve over rice or over egg noodles.) Fried rice - save the beef for another day and use ham or shrimp or chicken.
KristinaBreece
If you have a tomato & a bell pepper, you can make Jambalya. My grandma made it for years with just rice, hamburger, tomatoes & peppers. And a bay leaf if you have one.

Jen in PA
I would brown the meat, add in the red pepper and onion, and add some cumin and/or chili powder, then serve over the rice. Preferably with sour cream.
LidiyaDawn
I'd cook the hamburger with chopped onions & peppers, add a can of tomato soup (do you have?), simmer for a bit, and serve over (or with) the rice. (we do the hamburger thing all the time here - dh and the kids love it)
