What percent should a school get in math to qualify as a ranking of 7 or higher?

I found the test scores and stats more informative than the school ranking on the GreatSchools site. According to the test scores, our local elementary (ranked 8) had 76% of students meeting expectations in math in 3rd grade, only 41% meeting expectations in 4th and 64% meeting expectations in 5th. Science in 5th grade (the first year they track science) had only 32% of students meeting expectations! I'm looking at math because math and science seemed to be the lowest scores of all subjects tested. I don't know about you, but while 76% if "ok", I guess I expected a higher score on such an important subject in order to get what I think of as a pretty good ranking.
