Yes. Yes you can. I did that with an amazingly ugly (think neon!) quilt that was very warm and it now is on the bed in my guest bedroom. It works just fine.

 

BTW - I pin my quilts to the duvet cover using large diaper pins. This keeps them from wandering off and bunching up at the bottom of the bed inside the cover.

Of course! If the comforter is a very smooth, slippery fabric you might need to pin it. I'd pin inside along the seam at a couple places.
