We tried to send a magazine to a family friend, and it was returned because we sent it in an envelope (rather than as part of a subscription). I found this with a quick search (http://www.ask.com/web?q=are+people+in+jail+allowed+internet+access&qsrc=0&o=0&l=dir) seems like that indicates a "yes." Ime, it depends on what kind of prison, federal/state, their level of security, what the person did, their behavior, and a ton of other stuff.
