If you are talking about Latin, I didn't know it had a locative case, but if it does, it would be used with certain prepositions, I expect. It's certain rules about certain places, geographical locations, and has to do with situations where you don't bother to use a preposition but use a different case ending. I THINK! But the whole thing is just so obscure to me. I'll just have to find time and the ability to focus (always an iffy proposition! LOL!) to figure it out. Wikipedia is actually pretty good on Latin grammar, too (don't tell my students I said that!): Locative in Latin.
