Princess Peach Posted February 1, 2011 Share Posted February 1, 2011 It has to do with the layers of the atmosphere and the fact that they can be different temps, so as the water moves thru the layers, it can freeze and warm up slightly, causing it to change from snow to ice. Barry Goldwater Posted February 1, 2011 Share Posted February 1, 2011 and...the ground/trees/roads are colder than freezing, so just like if you spill water on the sidewalk, bam! it freezes. Right here the air is about 10 degrees.
