If it's going to be on something like an article of clothing, or a quilt, or some other thing that you want to be able to wash a lot, then I'd go with the fabric markers. They use dyes that can be heat-set with an iron and will then wash quite well. Permanent markers are not always as permanent as they sound, and their permanency can depend on the specific composition of the ink, which varies from brand to brand. So if it's something you want to keep a long time, and want to be able to wash, the fabric markers are really the best bet. If it's something that will just be going in a notebook or picture frame, or for a temporary project that you don't care about keeping over the long-term, then permanent pens would work fine.
