1) Use the available rating systems such as US News etc
2) that's not "merit" aid which is competitive (grades, SAT, awards, etc) by my definition - are you looking for is financial aid based on family need? or maybe "diversity aid" ?
3) ABET is less of a factor for CS
For Algebra 1 you could search the web for quizzes and tests or EOC exams.
Especially for the tests you should have a few word problems that look different from the text book problems and examples.

actually an EOC exam is just a comprehensive final exam for a particular course - Algebra 1 Common Core in this particular case
Common Core at the high school math level moved some topics to middle school level and emphasizes other topics such as understanding and applying functions

Doesn't that somewhat go against the idea of a "Cognitive Abilities Test" since they are already grade leveled. You want to learn their "natural" abilities versus the general population.
My son took this in 7th grade to get into the G&T program at his charter school.
yes we pay special county taxes that provide a lot of the so-called subsidized part. I have to give the local large CC chancellor credit when the state cut out payments he lopped off 3 branch presidents that made good salaries as one of his first actions.
make sure the school is ABET accredited in the desired major - check selectivity rating against other ABET schools

RPI is a good Engineering college that generally admits a fair amount of "nerds" on merit (high Math SAT, etc) that may be less "rounded" than other students. I am not using the term nerd derisively.
for semi-vocational subjects like Criminal Justice this makes sense but for more pure academic subjects like English, Math and Sociology this makes less sense
CCs are usually both vocational and academic institutions so they should be more flexible in their hiring policies.
