Finish R&S 4 English or skip to 5?

You.ll be fine either way. In our case, we always mostly just picked up where we left off.  We usually did about 3 days a week of R&S. I ended up skipping R&S 7 altogether for odd, and she worked through 8 in 9th grade and is now working through 9/10 in 10th grade. I will do something similar with mdd I think.

If he's starting 5th grade I'd jump to 5. A kid with no grammar background could start with 5.

He still forgets to use capitalization and we review a *ton* on basic parts of speech.  Will he have a hard time skipping ahead to 5?

We're in the middle of 5th. What we've found is that in each chapter that they start with review sections of the last year's new material and then introduce new material. For example, there are two verb chapters in the year 5 book. I list the grammar content below:

Helping Verbs and Verb Phrases

Agreements of Subjects and Verbs

Using Forms of Be and Do

Verb Tense

The Principle Parts of Verbs

Principle Parts of Irregular Verbs

Sentences With Direct Objects

Sentences With Compound Direct Objects

Principle Parts of Common Irregular Verbs

Using Set and Sit

Linking Verbs With Predicate Nouns

More Troublesome Verbs

As you can see there is definitely overlap with the year 4 verb chapter but all the new content from year 4 is reviewed. Given the struggles that you described, I would probably finish year 4 before moving on. If things are easy in year 5 you can just skip some of the sections or they can provide good review.
