FYI Public Service Loan Forgiveness

I was actually let go from the federal government in a Congressionally-mandated reduction in the late 1990's. People say that government jobs are safe, but that isn't true. If Congress says that a department or agency has to downsize, they layoff using a first-in-first out protocol regardless of your performance. There was a lot of panic because there were fairly recent graduates who were just months away from having their loans forgiven and others who had completed graduate degrees while working at that agency who had more years to work, or they'd have to pay it back. There wasn't any latitude at that point because it was an agency-specific problem with nothing in the agreements about a layoff.
Thankfully they were very aggressive with having job fairs where other areas of the government and other parts of that department recruited, and everyone I knew personally who was in danger that way found other work where they were able to transfer the agreement. My officemate had just finished his master's from JHU when the notices went out, and thankfully he found an OK job at a department field office. He wasn't thrilled about it, but worked there five years to fulfill his obligation and then left the federal government entirely.
Hopefully if they suspend the program, they'll work something out.
