Help for someone to get teeth fixed

This person has let their teeth go for a long time because of not having dental insurance. The bottom teeth on one side were pulled several years ago. So on that side, her upper jaw has kind of dropped down on that side to fill that space. Because of that, she had been told she can't even get dentures like someone else could in that situation.

 

Top and bottom have several teeth that had crowns but the crowns have fallen off. They are kind of rotted. There are also two teeth that had implants long ago, but now just have the metal part.

 

A dentist has estimated it could take $25,000 to fix this. This person still does not have dental insurance. But some of these teeth are rotting, and there are barely enough teeth left to chew.

 

This person does have medical insurance. Is there any point at which dental work crosses over into a medical situation, that might be covered by medical insurance?
