Scholastic News -- and reading levels

I'm getting ready to order Scholastic News.  Our DD just turned 9, and is going into the 4th grade -- but her reading level is a bit lower.  (She is just reading beginning chapter books now.)

 

What would be better to order -- Grade 3 or Grade 4?  I want to encourage her to read, not discourage her.  The info says differentiated online resources but I'm not sure what that means.

 

(BTW, it doesn't matter, but she is visually impaired so we are ordering Large Print editions -- I'm just adding this b/c we're not ordering through Scholastic but through a site that offers LP and braille).
