There is no amount of training that can made a rotten apple good. The officer in question is a rotten apple. His behavior is an utter disgrace. Police violence is not a question of rotten apples, it's a question of institutional racism. Notice how in the article it says this incident was never brought to the attention of upper level officers. More work needs to be done there, for sure. Turning of deliberately, turning off while peeing and forgetting to turn them back on, and getting displaced during a scuffle.
