AK_Mom4
These Command strips and hooks work great on concrete block dorm walls. Would they work for you? http://www.command.com/wps/portal/3M/en_US/NACommand/Command/Products/Catalog/?PC_7_RJH9U523080QE0IIHEICN90GC1000000_nid=02FTXDLQ2LbeF0GFSQ26BSgl
LaCEmom
Yep, those 3M strips are what I was thinking as well. In addition to the hooks they have Velcro like strips that you can use to hang pictures and things. I haven't used them on concrete, but I've put a bunch of them around the frames to hold some substantial pictures on regular walls.

Mabeline
In college we used poster putty on our walls. It does leave oil marks on paper though.
Halcyon
In college we used poster putty on our walls. It does leave oil marks on paper though. Thanks! I don't think this would work for our heavier laminated map, however. Definitely good for lighter items! Thanks!
Miss Peregrine
Concrete nail gun? We have one. It's scary. Lol

If you put enough dots of poster putty around the edges it should work. We used it to hang large posters and usually they all stayed put. lamolina
Our whole house is concrete and the only way to hang something up other than what has already been mentioned is to drill a hole with a cement drill bit. That is why we have only hung up things that can hang with Command strips!
skeeterbug
Mavalus tape!!! Worth trying, anyway. http://www.rainbowresource.com/prodlist.php?subject=1&category=6599 Also, I've used those command strips on painted brick and it worked well. They are uneven, but the paint probably gave it something to adhere to, so not sure about cement.
AK_Mom4
Well, if it's a heavy laminated map, I would probably just Duct Tape it to the wall. Do it right and it would look like a frame on the map. Of course, we use duct tape for just about EVERYTHING here.......
